Verify any settlement

Paste a question id and the server recomputes the proof from raw chain bytes — ed25519 signature on each vote, registry membership for each signer, per-outcome quorum, weighted score. Same logic as verify_settlement.py. CLI verifier and HTTP verifier produce identical results.
